Italy welcomes Ukrainian Refugees

Emergency residence permit scheme

Italy has approved an emergency residence permit scheme and support payments for the tens of thousands of people arriving in Italy from Ukraine following Russia’s invasion.

  • The residence permit is valid for one year and can be extended to 2 years.
  • The residence must be applied for at the Questura (immigration office).
  • Includes contribution of 300 euros per month for each adult refugee and 150 Euros per month for minors, for a maximum of 3 months.
    • The 3 months of start from the date of entry, identified with the submission of the request for temporary protection and no later than 31 December 2022.
  • The special permit is not dependent on a visa.
  • It will allow holders to work, access education and healthcare and claim social security benefits once they arrive in Italy.

Note: Because this is an emergency permit it can be revoked, even before it expires, when the EU Council decides the termination of temporary protection.

Italy’s local authorities are working on plans to accommodate hundreds of thousands of Ukrainian refugees expected to arrive in the country, and have asked residents to get in touch if they can help

Italian authorities have pledged to step in to provide temporary accommodation in, for example, former care homes and buildings which were used as Covid ‘hotels’ during the pandemic, though this alone is expected to be insufficient.

The refugee reception effort is being managed at a local and regional level in Italy, with very little coordination by the national government. This means that people wanting to offer accommodation will need to speak to their local government.
